OUR TEAM
Lee M. Zeichner is the Founder and President of Zeichner Risk Analytics. Since his service as senior counsel to the President’s Commission on Critical Infrastructure Protection from 1996-1998, he has led development of cybersecurity policy and operations for both leading public and private sector clients. Mr. Zeichner has published extensively on multiple aspects of cybersecurity law and is the author of Cyber Security & Corporate Liability, a guide for corporate counsel on cybersecurity and risk management, published by LexisNexis Publishing in 2001.
Mr. Zeichner currently consults on cybersecurity issues for the Department of Homeland Security, and has performed multiple risk assessments, including a review of the Executive Office of the President and other Federal Departments. Mr. Zeichner promotes cybersecurity as a member of the American Bar Association’s Standing Committee on Law and National Security, where he has served since 1998.
Mr. Zeichner is a graduate of Georgetown University Law Center. He graduated from the University of Florida (Phi Beta Kappa) and received his M.A. in East Asian Studies from Stanford University. Mr. Zeichner is a member of multiple bar associations, including the Florida and DC Bars, the Court of International Trade, and the Court of Appeals for the Federal Circuit. Mr. Zeichner speaks Mandarin Chinese.
Lindsay Gold serves as the Executive Vice President at Zeichner Risk Analytics (ZRA) and oversees the public and private sector practice. Mrs. Gold focuses on cybersecurity strategy, operations, engineering, policy, and risk communications and manages engagements with a range of cybersecurity policy stakeholders, including CEO and Boards, senior executives, White House National Security Staff, DHS, and national laboratories.
Prior to ZRA, Mrs. Gold was a Senior IT Consultant in the IT Risk and Assurance practice at Ernst & Young (EY). In addition to serving in EY’s mid-Atlantic practice, Lindsay participated in a firm global rotation program in Melbourne, Australia. Mrs. Gold focused on the evaluation of IT systems and the mitigation of IT-related business risks, providing both audit and consulting services. Mrs. Gold led engagement teams to help companies manage their information and technology risk, governance, and regulatory compliance programs.
Mrs. Gold graduated cum laude from the University of Delaware’s Honors Program with a bachelor’s in Management and Operations Management and dual minors in International Business and Management Information Systems. Mrs. Gold is certified Six Sigma Black Belt.
Morgan Allen, PMP has served as the Chief Operating Officer since 1998 and serves as Assistant Security Officer. Ms. Allen has over 20 years’ experience in cybersecurity as well as other homeland security disciplines, was a junior member of the Team during the Year 2000 transition and when the Department of Homeland Security was formed in 2002 – but, since then has experienced over a decade of deep experience working with Government and the critical infrastructure community.
As Chief Operating Officer, Ms. Allen designs and implements business strategies, plans and procedures; sets comprehensive goals for performance and growth; establishes policies that promote company culture and vision; oversees daily operations of the company; leads employees to encourage maximum performance and dedication; evaluates performance by analyzing and interpreting data and metrics; writes and submits reports to the President in all matters of importance; participates in expansion activities; and manages relationships with partners/vendors.
Ms. Allen holds a Bachelor of Science in Integrative Studies with a concentration in Life Sciences and is a certified Project Management Professional (PMP) through the Project Management Institute. Ms. Allen earned her Executive Masters of Business Administration from Quantic School of Business and Technology in November 2018.
Julie Addison is the Chief Financial Officer at ZRA. Julie’s original work with ZRA was with the commissioners and staff at the President’s Commission on Critical Infrastructure Protection (PCCIP) in the development of the Legal Authorities Database. During Year 2000 preparations, Julie organized several initiatives as part of ZRA’s support for the Cyber Assurance National Information Center.
As Chief Financial Officer, Julie’s work at ZRA has focused on providing financial analysis including working with the President an dChirf Operating Officer to provide decision support analysis. She conducts financial and business related analyses, leads business improvement initiatives, and directs other projects.
Ms. Addison holds a bachelor’s degree (1994 magna cum laude) and master’s degree (1999 summa cum laude) from George Mason University.

Emily Rosendall is the Vice President of Cybersecurity Strategy and Public Policy at Zeichner Risk Analytics (ZRA). Ms. Rosendall provides policy, legal, and strategic counsel to private sector and federal government clients on cybersecurity, privacy, and other technology issues.
Previously, Ms. Rosendall served as a counsel for the U.S. House of Representatives Committee on Foreign Affairs. Her policy portfolio included cybersecurity, intellectual property, and trade issues. In that role, she drafted, negotiated, and assisted with the passage of legislation on cybersecurity, counterterrorism, and human rights. While in law school, Ms. Rosendall worked for the City of Coral Gables Office of the City Attorney and the Office of the General Counsel for the University of Miami.
Ms. Rosendall graduated with distinction from the University of Michigan with a B.A. in Political Science. She received her J.D. from the University of Miami School of Law. Ms. Rosendall is licensed to practice law in Florida and the District of Columbia, and she is also a Certified Information Privacy Professional.
Rory McGuire joined ZRA as a Senior Associate in February 2016. Mr. McGuire provides strategic oversight in leading ZRA support for a number of long-running federal cybersecurity initiatives areas like malware reverse engineering, secure cloud transitions, strategy development, technology transformation, tool development, and risk-informed approaches to cybersecurity. His work focuses on ensuring that technical development activities directly support mission and leadership objectives, and meet appropriate metrics for success.
Prior to joining ZRA Mr. McGuire worked as a Program Assistant at the Elliott School of International Affairs. Since June 2015, Mr. McGuire had interned with a risk & security consulting firm, focusing on Enterprise Risk Management. Previously, he spent time supporting a contract for security monitoring and analysis focused on northern Iraq, as well as interning with the United States Senate Committee on Foreign Relations. Mr. McGuire also has previous professional experience in the non-profit and marketing sectors.
Mr. McGuire received his BA in 2009 from Vanderbilt University with a major in Communications Studies. In 2015 he graduated from the Elliott School of International Affairs at The George Washington University with an MA in Security Policy Studies.
Joseph Chen joined ZRA in April 2010 and currently serves as a Vice President and Chief Security Officer. Mr. Chen manages most of the Analytics and End User tasks for Sandia National Laboratories, and oversees all facility and personnel security related activities for ZRA. Most recently, he served as an integral member to the Director of Budget and Finance, and the Chief of Acquisitions. Mr. Chen has taken a significant role in development and implementation of new policies, procedures, processes, tools, and reports for budget, finance, procurement, performance metrics, and strategic planning. He also provided technical support, guidance, and analysis to key decision-makers at NCSD with program development, governmental resource controlling, and reporting responsibilities.
Prior to accepting this position, Mr. Chen served in several analyst roles within the National Cyber Security Division. Previous to this, Mr. Chen worked as an Assistant Manager of Coach, Inc., a luxury American leather goods company.
Joseph Chen graduated from University of Maryland in 2007 with a bachelor’s of science in mechanical engineering.
Jason joined ZRA as an Associate in November 2017. At ZRA, he focuses on advising clients on issues at the intersection of technology, law, and public policy. His subject matter expertise includes cloud security, digital transformation, data strategy, and secure architecture design.
Before joining ZRA, Jason worked in the U.S. House of Representatives as a Legislative Assistant, where he managed an issue portfolio that included defense, foreign affairs, technology, and homeland security. In this capacity, he provided legal and policy analysis, drafted legislation, and provided voting recommendations. Before working for Congress, Jason worked as the Cybersecurity Fellow at the Center on National Security at Fordham Law, where he researched and analyzed developments in cybersecurity law and policy.
Jason received his B.A. in Philosophy from Washington University in St. Louis in 2008, his J.D. from Fordham Law School in 2012, and his M.S. in Cybersecurity in Computer Science from George Washington University in 2019. He is a graduate of the Woodrow Wilson International Center for Scholars’ Cybersecurity Lab and the Partnership for a Secure America’s Congressional Partnership Program.
Jason is licensed to practice law in New York and New Jersey. He is also a Certified Information Systems Security Professional (CISSP) and Certified Information Security Manager (CISM).
Matthew Piscitello joined ZRA in October 2014 as an Associate. Mr. Piscitello supports management of projects that develop cutting edge solutions to network security that leverage existing and emerging technologies. Such work includes the creation, articulation, and visualization of notional architectures and conceptual frameworks for guidance documents to a diverse set of stakeholders.
Mr. Piscitello has taken an interest in cybersecurity from a young age, and previously worked as a freelance cybersecurity journalist, social media manager for SecuritySkeptic, and Member Services Liaison for the Anti-Phishing Working Group (APWG).
Mr. Piscitello graduated from University of South Carolina—Beaufort with a Bachelor of Arts in English with Honors, with a concentration in Creative Writing. He received the Sheila J. Toombs Award for Outstanding English Major, was an active member of Sigma Tau Delta International English Honor Society, Alpha Sigma Sigma chapter and remains an Alumni Epsilon member as of 2014.
Dustin joined ZRA in May 2016 and currently serves as a Senior Associate. In his current role, he provides program management and strategic communication support to clients on issues at the intersection of technology and public policy. His subject matter expertise includes analytics development, cloud security, data strategy, and digital transformation.
Before joining ZRA, Dustin honed his research and writing skills as a congressional intern for Congresswoman Suzan DelBene and Congressman Tim Walz, focusing on cybersecurity and transportation policy.
Dustin received his B.A. in 2014 from Christopher Newport University with a major in Political Science and a minor in Business Administration.
Matthew Kostman joined ZRA as an Associate in January 2022. At ZRA, Mr. Kostman advises on issues covering technology and public policy, and has assisted clients in project management, program development, and building relationships and collaboration opportunities with CISA and other industry partners.
Prior to joining ZRA, Mr. Kostman worked as a Researcher at Gartner, developing management best practices for Applications and Software Engineering Leaders that focused on topics such as automation, Agile, application modernization and portfolio management. Previously, he worked at a number of nonprofits that focused on international, security, and economic policy in the Eastern European region.
Mr. Kostman received his MA from the Johns Hopkins School of Advanced International Studies, with a concentration in International Economics and European & Eurasian Studies. He received his BA in International Affairs with a minor in Russian Language & Literature from George Washington University.
Nick Winstead joined ZRA as an Associate in March 2020. Nick provides threat assessments, policy briefs, and technical research to support Federal cybersecurity programs. In addition, Nick helps with the implementation and management of Federal programs focused on developing operational tools for USG stakeholders.
Prior to joining ZRA, Nick conducted technical and policy research at the Center for the Study of Weapons of Mass Destruction. Before this, he gained experience in wargaming and simulation at the Center for Applied Strategic Learning and provided military and strategic analysis at the Atlantic Treaty Association in Belgium.
Nick graduated from American University in 2017 with a B.A. in International Studies. In May 2020, he received his M.A. in Foreign Policy and National Security, also from American University. Nick was an inaugural fellow at the Center for Security, Innovation, and New Technology, a collective of scholars dedicated to researching the impacts of emerging technologies.
Larry Ohaka joined ZRA in June of 2018 as Associate Creative Director with an expertise in communication, research, graphic and visual arts. Through a cybersecurity lens, Mr. Ohaka provides a multitude of creative templates and visuals that communicate the principles presented by the policies, strategies, and risk management within the cybersecurity field. By incorporating his graphic, communications and research skills, Mr. Ohaka works on Sandia based documents that include areas of cloud research, security analysis, business models, and other areas. For these areas, Mr. Ohaka develops visual analogies and metaphors to bring out a more digestible meaning with the purpose that it will meet ZRA’s clients from both the private and public sectors in a more comprehensible presentation.
Prior to joining the team Mr. Ohaka interned with a company that extracted utility and knowledge from multiple data sources and standards in national intelligence, banking, healthcare, cyber, federal, & other sectors. In this position Mr. Ohaka worked on the communications team where he translated complex concepts related to data sources and standards into graphical representations.
Prior to joining the workforce, Mr. Ohaka attended multiple universities where he engaged in diverse areas of studies. Beginning in 2013 where he attended Bowie State University and began majoring in the arts with a focus in Advertisement Design. Later transferring to the University of Maryland Baltimore County (UMBC) in 2015 where he changed his consecration to the Graphic Arts and graduated in 2017. 2020 is when Mr.Ohaka decided to pursue an education in Web Development and enrolled in an accelerated course at Bellevue University later graduating in 2021.
John Arterbury joined ZRA as an Associate in July 2022. Mr. Arterbury’s work focuses on research and evaluation, strategic research planning and execution, and producing high-quality deliverables for a non-technical audience.
Before joining ZRA, he served as a project manager for Navanti Group, where he managed research contracts focusing on security issues in Europe and Africa. Mr. Arterbury has also worked as a freelance journalist and researcher covering issues of conflict and migration, using open-source research techniques to track and understand developments in complex environments like Syria, Myanmar, and the South Caucasus. Prior to this, he oversaw an employment program for asylum seekers and refugees in Houston.
Mr. Arterbury holds an M.A. in Security Studies from Georgetown University and a B.A. in history from the University of Houston, where he edited the student newspaper, The Daily Cougar. He is proficient in German and has research capabilities in Arabic and Russian.
Sheryl Goldberg joined ZRA as an Associate in November 2020. Sheryl analyzes proposed and implemented changes to cybersecurity policies, directives, and leadership, and implications; provides strategic insight concerning direction, vision, policy, and technical impacts; ensures strategies and mission objectives are met against those considerations, facilitates development of technical deliverables; provides recommendations on approaches, and contributes directly to work products; and contributes directly to the development of risk-informed methodologies and metrics for cybersecurity.
In Sheryl’s prior relevant work experience, she worked at Independence Blue Cross as an Actuarial Analyst. In that capacity, she supported in areas of risk-informed methodologies and metrics, consulting approaches, and risk approaches.
Sheryl received her Bachelor of Arts in Mathematics from La Salle University.
Brennan Lucas joined ZRA as a Cybersecurity Consultant in June of 2021. As an Associate at ZRA, Mr. Lucas serves as a strategic advisor for federal and private sector clients’ risk management decisions, provides support on the development of cybersecurity risk management programs, and monitors/reports on national and international regulatory trends related to cybersecurity, compliance, policy, and reporting requirements.
Prior to joining ZRA, Mr. Lucas designed and implemented various risk management solutions to eliminate, mitigate or accept risk affecting company operations within the hospitality and legal industries.
Mr. Lucas received his J.D. from Indiana University’s Maurer School of Law in Bloomington. While there, he was selected as a board member for the Sherman Minton Moot Court Competition. He received his B.S. (Cum Laude) from the University of Louisville.
Rebecca Winslow joined ZRA as an Associate in July 2021. At ZRA, Rebecca advises and supports clients on challenges within technology, public policy, and digital transformation. She assists clients in project management, program development, stakeholder engagement, strategic communication, and research projects.
Before joining ZRA, Rebecca has experience working with a government-related non-profit organization in project management, intelligence, and policy-related matters within the areas of technology, acquisition, and legal issues.
Rebecca earned her Master of Arts in Forensic and Legal Psychology with a concentration in Intelligence Studies from Marymount University. She received her B.A. in Psychology from Virginia Wesleyan University with a minor in Criminal Justice.
Elizabeth McCarthy joined ZRA as an Associate in February 2023. At ZRA, Elizabeth conducts strategic research to produce high-quality deliverables for a non-technical audience, including briefings, research reports, and white papers. She focuses on helping clients address complex risk management decisions. Prior to joining ZRA, Elizabeth worked for the Senate Sergeant at Arms under the Chamber division. Before that, she gained experience in the legislative process at the Office of the Parliamentarian (House of Representatives) and in strategic communications at the U.S. Department of Justice. Elizabeth earned her M.S. in National Security and Intelligence Analysis from the University of New Hampshire, where she also earned her B.A. in Political Science. During her undergraduate career, she represented her home state of New Hampshire twice at the Henry Clay College Student Congress and attended multiple National Model United Nation conferences.
Michelle McGovern joined ZRA in November 2020. Michelle serves as the Executive Assistant to the President of ZRA. Mrs. McGovern performs clerical duties, coordinates and maintains records, and assists in special projects. Additionally, Mrs. McGovern supports ZRA’s consultant staff and assists in providing technical assistance, quality management, and quality analyses. Mrs. McGovern conducts research and writing, and ensures quality standards on project deliverables. Mrs. McGovern provides support to senior consultants, managers, and supervisors on implementation of ZRA’s development, implementation, and process improvement initiatives.
Michelle’s previous work experience includes accounts payables specialist and loan processing assistant. Mrs. McGovern previously owned and operated a small business in her community.
Michelle attended culinary school at walnut hill college in Philadelphia, with an emphasis on pastry arts.

Zeichner Risk Analytics (ZRA) is located in the tallest building of the three Ballston Plaza office buildings in the northwest quadrant of North Glebe Road and North Fairfax Drive. It is located between the Marymount University Ballston Campus and I-66, and is recognizable by the CACI corporate sign at the top. Underground parking is available in our building. As unreserved parking can be limited, the entrance off Wakefield is the easiest place to arrange key transfer with the attendant (probably at the tandem spaces near the entrance). The maximum charge per day is currently $11.00. Hours of operation are from 7 a.m. to 11 p.m.
