Strategic and Technical Mission Support

ZRA serves as a subcontractor to National Technology and Engineering Solutions of Sandia, LLC (NTESS), the Department of Energy’s managing and operating contractor for Sandia National Laboratories. Our work supports Sandia’s activities for the Department of Homeland Security (DHS), with a particular focus on the Cybersecurity and Infrastructure Security Agency (CISA).

Through this subcontract relationship, ZRA brings federal mission context, cybersecurity policy expertise, and technical risk analysis to Sandia’s planning and execution. We help integrate DHS priorities into project activities, support engagement with government stakeholders, and contribute to the development and application of cybersecurity and critical infrastructure risk approaches, methodologies, and metrics.

We interpret federal cybersecurity priorities, policy requirements, and mission context to inform strategic planning, frame technical deliverables, and align project execution with DHS and CISA needs.

Technical Risk Expertise

We contribute to risk approaches, methodologies, and metrics that help government teams evaluate cybersecurity challenges, understand critical infrastructure risks, and develop practical technical solutions.

Program Integration

We support portfolio coordination, stakeholder engagement, deliverable development, and quality review to connect technical activities with mission objectives and provide clear visibility into progress, issues, and risks.
