Lee M. Zeichner is the Founder and President of Zeichner Risk Analytics. Since his service as Senior Counsel to the President's Commission on Critical Infrastructure Protection from 1996 to 1998, he has led the development of cybersecurity policy and operations for both leading public and private sector clients. Mr. Zeichner has written extensively on various facets of cybersecurity law and is the author of Cyber Security & Corporate Liability, a 2001 LexisNexis Publishing publication for corporate counsel on cybersecurity and risk management.

Julie's original work with ZRA was with the commissioners and staff at the President's Commission on Critical Infrastructure Protection (PCCIP) in the development of the Legal Authorities Database. During Year 2000 preparations, Julie organized several initiatives as part of ZRA's support for the Cyber Assurance National Information Center.

Morgan Allen, PMP, has served as Chief Operating Officer since 1998 and also holds the position of Deputy Security Officer. Ms. Allen has over 20 years of experience in cybersecurity as well as other homeland security disciplines. She was a junior member of the team during the 2000-2002 transition and when the Department of Homeland Security was formed in 2002. Since then, she has gained over a decade of deep experience working with the government and the critical infrastructure community.

Joseph Chen joined ZRA in April 2010 and currently serves as Chief Security Officer. Mr. Chen manages most of the analytics and end-user tasks and also oversees all facility and personnel security related activities for ZRA. Most recently, he served as an integral member of the Director of Budget and Finance, and the Chief of Acquisitions. Mr. Chen has taken a significant role in the development and implementation of new policies, procedures, processes, tools, and reports for budget, finance, procurement, performance metrics, and strategic planning. He also provided technical support, guidance, and analysis to key decision-makers at NCSD with program development, governmental resource control, and reporting responsibilities.

Michelle McGovern joined ZRA in November 2020. Mrs. McGovern serves as the Executive Assistant to the President of ZRA. Mrs. McGovern performs clerical duties, coordinates and maintains records, and assists in special projects. Additionally, Mrs. McGovern supports ZRA's consultant staff and assists in providing technical assistance, quality management, and quality analyses. Mrs. McGovern conducts research, writes, and ensures quality standards for project deliverables. Mrs. McGovern provides support to senior consultants, managers, and supervisors in the implementation of ZRA's development, and process improvement initiatives.

Mitchell S. Baxter serves as General Counsel at Zeichner Risk Analytics and provides comprehensive legal and policy guidance on risk governance, oversight and compliance, critical infrastructure protection, cyber and data security, and numerous other matters. Mr. Baxter started with ZRA in 1997, developing the methodology for analyzing information-sharing models adopted by the President's Commission on Critical Infrastructure Protection, and has been part of major consultations including the U.S. Critical Infrastructure Assurance Office, the President's Council on Year 2000 Conversion, the White House Executive Office of the President, the Department of Homeland Security, and numerous private-sector engagements. He served on a National Academy of Sciences panel commissioning a study on insider threats to classified information, and helped develop the curriculum for the first-ever course on Cyber Security and the Law for George Mason University School of Law, National Center for Technology and Law.
