Lee M. Zeichner

President

Lee M. Zeichner is the Founder and President of Zeichner Risk Analytics. Since his service as Senior Counsel to the President's Commission on Critical Infrastructure Protection from 1996 to 1998, he has led the development of cybersecurity policy and operations for both leading public and private sector clients. Mr. Zeichner has written extensively on various facets of cybersecurity law and is the author of Cyber Security & Corporate Liability, a 2001 LexisNexis Publishing publication for corporate counsel on cybersecurity and risk management.

Lindsay Gold

Executive Vice President

Lindsay Gold serves as the Executive Vice President at Zeichner Risk Analytics and oversees the public and private sector practice. Mrs. Gold focuses on cybersecurity strategy, operations, engineering, policy, and risk communications. She also manages engagements with a range of cybersecurity policy stakeholders, including CEOs and boards, senior executives, the White House National Security Staff, DHS, and national laboratories.

Julie Addison

Director of Finance

Julie Addison is the Chief Financial Officer at ZRA. Julie's original work with ZRA was with the commissioners and staff at the President's Commission on Critical Infrastructure Protection (PCCIP) in the development of the Legal Authorities Database. During Year 2000 preparations, Julie organized several initiatives as part of ZRA's support for the Cyber Assurance National Information Center.

Morgan Allen

COO/Deputy Security Officer & PMP

Morgan Allen, PMP, has served as Chief Operating Officer since 1998 and also holds the position of Deputy Security Officer. Ms. Allen has over 20 years of experience in cybersecurity as well as other homeland security disciplines. She was a junior member of the team during the 2000-2002 transition and when the Department of Homeland Security was formed in 2002. Since then, she has gained over a decade of deep experience working with the government and the critical infrastructure community.

Joe Chen

Chief Security Officer

Joseph Chen joined ZRA in April 2010 and currently serves as Chief Security Officer. Mr. Chen manages most of the analytics and end-user tasks and also oversees all facility and personnel security related activities for ZRA. Most recently, he served as an integral member of the Director of Budget and Finance, and the Chief of Acquisitions. Mr. Chen has taken a significant role in the development and implementation of new policies, procedures, processes, tools, and reports for budget, finance, procurement, performance metrics, and strategic planning. He also provided technical support, guidance, and analysis to key decision-makers at NCSD with program development, governmental resource control, and reporting responsibilities.

Emily Rosendall

Vice President

Emily Rosendall is the Vice President of Cybersecurity Strategy and Public Policy at ZRA. Ms. Rosendall provides policy, legal, and strategic counsel to private sector and federal government clients on cybersecurity, privacy, and other technology issues.

Michelle McGovern

Director of Human Capital

Michelle McGovern joined ZRA in November 2020. Mrs. McGovern serves as the Executive Assistant to the President of ZRA. Mrs. McGovern performs clerical duties, coordinates and maintains records, and assists in special projects. Additionally, Mrs. McGovern supports ZRA's consultant staff and assists in providing technical assistance, quality management, and quality analyses. Mrs. McGovern conducts research, writes, and ensures quality standards for project deliverables. Mrs. McGovern provides support to senior consultants, managers, and supervisors in the implementation of ZRA's development, and process improvement initiatives.

Jason Burke

Vice President

Jason Burke joined ZRA as an Associate in November 2017. At ZRA, he focuses on advising clients on issues at the intersection of technology, law, and public policy. His subject matter expertise includes cloud security, digital transformation, data strategy, and secure architecture design.

Dustin Ward-Dahl

Senior Associate

Mr. Ward-Dahl joined ZRA in May 2016 and currently serves as a Senior Associate. In his current role, he provides program management and strategic communication support to clients on issues at the intersection of technology and public policy. His subject matter expertise includes analytics development, cloud security, data strategy, and digital transformation.

Matthew Piscitello

Senior Associate

Matthew Piscitello joined ZRA in October 2014 as an Associate. Mr. Piscitello supports the management of projects that develop cutting edge solutions to network security that leverage existing and emerging technologies. This work includes the creation, articulation, and visualization of notional architectures and conceptual frameworks for guidance documents for a diverse set of stakeholders.

Nick Winstead

Chief Research Officer

Nick Winstead joined ZRA as an Associate in March 2020. Nick provides threat assessments, policy briefs, and technical research to support federal cybersecurity programs. In addition, Nick helps with the implementation and management of federal programs focused on developing operational tools for USG (United States Government) stakeholders.

Mitch Baxter

General Counsel

Mitchell S. Baxter serves as General Counsel at Zeichner Risk Analytics and provides comprehensive legal and policy guidance on risk governance, oversight and compliance, critical infrastructure protection, cyber and data security, and numerous other matters. Mr. Baxter started with ZRA in 1997, developing the methodology for analyzing information-sharing models adopted by the President's Commission on Critical Infrastructure Protection, and has been part of major consultations including the U.S. Critical Infrastructure Assurance Office, the President's Council on Year 2000 Conversion, the White House Executive Office of the President, the Department of Homeland Security, and numerous private-sector engagements. He served on a National Academy of Sciences panel commissioning a study on insider threats to classified information, and helped develop the curriculum for the first-ever course on Cyber Security and the Law for George Mason University School of Law, National Center for Technology and Law.

Matthew Kostman

Matthew Kostman joined ZRA as an Associate in January 2022. At ZRA, Mr. Kostman advises on issues covering technology and public policy and has assisted clients in project management, program development, and building relationships and collaboration opportunities with CISA and other industry partners.

Sheryl Goldberg

Associate

Sheryl Goldberg joined ZRA as an Associate in November 2020. Ms. Goldberg studies, suggests, and carries out changes to cybersecurity policies, directives, and the leadership implications that come with them. She also gives strategic advice on direction, vision, policy, and technical impacts and ensures that strategies and mission objectives are met in light of these factors. She also helps with the creation of technical deliverables, suggests approaches, and directly contributes to work products.

Rebecca Hilliard joined ZRA as an Associate in July 2021. At ZRA, Mrs. Hilliard advises and supports clients on challenges within technology, public policy, and digital transformation. Nicole Blum joined ZRA as a Marketing Strategist in December 2021 and again in June 2024 as a Creative Director. At ZRA, Ms. Blum partners with executive leadership to develop and implement creative strategies aligned with ZRA's mission and goals. She oversees creative project execution, leads website transformation efforts, and directs corporate communications to maintain brand consistency and elevate ZRA's market visibility.
